PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration) announced that a low-pressure area (LPA) is spotted north of the Philippines Thursday and will be named “Pedring” if it becomes a storm and enters the PAR (Philippine Area of Responsibility) as reported by local news sites, September 15, 2011.

As reported in the 5:00am 15 September 2011 bulletin of PAGASA the LPA was estimated based on satellite and surface data at 300 km east northeast of Basco, Batanes.
Apparently, northern and central Luzon and the western section of southern Luzon will experience mostly cloudy skies with scattered rainshowers and thunderstorms.
Widespread rains are expected over the Batanes group of islands, Palawan and Mindoro provinces while the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
